Oracle MDM to OCI Migration Staffing for a Large Regulated Energy Utility

A large, regulated energy utility has engaged on a strategic modernization initiative to migrate its Oracle Master Data Management (MDM) platform from on-premises infrastructure to Oracle Cloud Infrastructure (OCI). Till now, MDM platform is where utility’s customer data operations, billing workflows, and enterprise analytics were operated seamlessly with high reliability and data integrity. As we transitioned from MDM to OCI, all these need to be maintained, a risk-orienting approach indeed.

Collaboration Led to Excellence

The utility systems were complex in nature, and execution seemed to have risks of such a mission-critical system. Recognizing our approach to modernization for global industries on a large scale, the utility has engaged Infolob where we provided dedicated Oracle MDM-to-OCI migration specialists under a structured staffing model. Working in close coordination with internal IT teams, we ensured a controlled migration with minimal disruption to consumer and billing services.

The engagement has continued for a full migration lifecycle, right from architecture review and environment provisioning to production cutover and post-migration validation. All these were delivered remotely while maintaining the utility’s security and governance standards.

Business Challenges

  1. Migration of Oracle MDM environments to OCI while maintaining continuous data accuracy, availability, and compliance with regulatory reporting obligations throughout the transition.
  2. Manage high operational and regulatory risk associated with any changes to core MDM and data platforms that directly support customer billing and service operations.
  3. Assist the critical skills gap as the organization lacked sufficient depth in both Oracle MDM architecture and OCI cloud migration approaches to execute safely without the expert need.
  4. Provide comprehensive support across all cloud migration phases including pre-cutover rehearsals, production cutover execution, and post-migration validation testing with rollback readiness at every stage.
  5. Adopt a flexible and engagement staffing model that can scale and adapt to evolving migration timelines, shifting workloads, and changing technical priorities without long-term headcount commitments

Our Engagement Model

Time & Materials (T&M) flexible resourcing is aligned to evolving migration phases, driving the utility to scale expert support up or down without fixed overhead. This model ensured:

  • Remote delivery
  • Aligned security and compliance
  • Integral part with client teams
  • Great coordination between teams
  • Extended migration window

Infolob engaged seasoned Oracle MDM and OCI migration specialists directly into the project structure, working shoulder-to-shoulder with internal IT teams and prime contractor resources. The engagement is meant to deliver agility where resources were onboard quickly, a set of protocols were established for secure remote access, and all activities were aligned to the enterprise’s existing governance and change management frameworks.

Our teams have contributed seamlessly to being the embedded technical advisors, navigating the architecture decisions, executing the complex migration tasks, and ensuring knowledge transfer to internal teams at every phase of the engagement.

Scope of Services

  • Oracle GoldenGate replication setup for production environments
  • OCI architecture review and environment provisioning (prod & non-prod)
  • MDM database migration from on premises to OCI
  • Pre-cutover rehearsals, cutover execution, and rollback planning
  • Post-migration testing, validation, and application connectivity checks
  • Remote delivery aligned to NERC CIP and utility security standards

Implementation Highlights

GoldenGate Replication Setup

Configured Oracle GoldenGate bidirectional and unidirectional replication pipelines between on-premises Oracle MDM databases and OCI target environments. Established capture, trail, and apply processes with minimal latency and zero-loss data delivery guarantees to support parallel-run validation prior to production cutover.

OCI Architecture and Environment Provisioning

Designed and provisioned multi-tier OCI architecture encompassing Exadata Cloud Service or VM-based DB Systems for production and non-production workloads. Configured Virtual Cloud Networks (VCN), private subnets, security lists, IAM policies, and FastConnect/VPN connectivity to meet the utility’s enterprise network topology and compliance requirements.

MDM Database Migration & Schema Setup

Executed lift-and-shift migration of Oracle MDM databases using Oracle Data Pump (expdp/impdp) with full schema, tablespace, and object privilege mapping. Performed character set validation, NLS parameter reconciliation, and schema-level tuning post-migration to ensure data fidelity and MDM application compatibility on OCI.

Pre-Cutover, Cutover, & Validation Testing

Led structured pre-cutover rehearsals including data reconciliation scripts, row-count verification, and constraint integrity checks across MDM entities (customer, billing, reference data). Executed time-boxed production cutover with rollback runbooks, performed post-migration smoke tests, and validated MDM application connectivity and transaction throughput on OCI.

Security, Compliance, and Remote Delivery Governance

Delivered all migration activities under the utility’s security framework, including enforcing TDE (Transparent Data Encryption) on OCI DB systems, audit vault integration, and CIS benchmark compliance. Remote access was governed through VPN, PAM tooling, and session recording, with all work aligned to NERC CIP and internal IT governance standards.

Business Outcomes:

  • End-to-end migration of Oracle MDM environments to Oracle Cloud Infrastructure completed with full data integrity and no unplanned outages or data loss events.
  • Expert-led execution dramatically reduced data integrity, compliance, and operational risk across all phases, from architecture review through post-cutover stabilization.
  • OCI deployment has unlocked elastic scalability and cloud-native performance for enterprise data platforms that enabled future growth without infrastructure constraints.
  • Critical customer and billing data services have remained uninterrupted throughout the entire migration window and protected revenue operations and regulatory reporting obligations.
  • The utility accessed deep Oracle and OCI migration specialization exactly when needed, without expanding permanent headcount or incurring long-term staffing costs.
  • The migration established a robust cloud-native architecture foundation, accelerating the utility’s roadmap for future Oracle modernization, analytics, and AI initiatives on OCI.

Value Delivery, Long-lasting Impact

Our engagement with this large utility deconstructs the proven capability to deliver high-impact Oracle Cloud migration outcomes in mission-critical, regulated environments. By offering targeted Oracle MDM and OCI expertise on-demand, we enabled leadership with a controlled migration that reduced delivery risk, costly delays, and accelerated path to a cloud-enabled data architecture.

The energy and utilities industry must deal with complex Oracle platform modernization programs and with deep technical specialization, flexible models, and clear understanding of regulated industry compliance requirements, Infolob stands as the spark of cloud modernization partner.
